Perhaps the delay is used to separate single clicks, double clicks and
drag-and-drop operations?
By the way, have you tried to configure the synaptics driver manually?
See 'man synaptics' for details, you might find something useful there.
For example, the section below might be relevant:

I think that's just fine. If the touchpad responded immediately, you
wouldn't be able to move the pointer, because all taps would result in a
left-click, right?

Why isn't the feature enabled by default? It's usually the preferred
behaviour, isn't it?
Also, as users are not notified that the default behaviour has changed
after upgrading to Karmic, therefore most people will think it's a bug
and start filing bugreports, try to search for driver updates, etc
