Not quite. "squeak-vm" provides the Squeak Virtual Machine needed to
execute Squeak programs. This is the only arch-dependent squeak package,
containing an executable.
The packages you list are templates for Squeak programs. They are cross-
arch and depend on squeak-vm to actually run.

Etoys is a Squeak image, not a VM. The Squeak menu shows you different
Squeak images. Anyway ...
Here is how to find out the difference. Start Etoys both ways, and note
the options used typing this command in a terminal window:
ps x | grep squeak
On my system I get this:

Ah, yes, there is no SQUEAK_USERDIR equivalent on the squeak command
line.
The echoing of the command line is left-over debug code. The ubuntu
packages are ancient, in more recent versions this is gone.
