It would be nice if net-snmp created /usr/share/snmp/mibs with a README
file forwarding us to download-mibs and a bit of info about the change.

There are libraries and applications that look for the mibs in
/usr/share/snmp/mibs
download-mibs is not creating them there.
It uses a new one
/var/lib/mibs
with subdirectories iana and ietf
Breaking the location has nothing to do with licensing.
