Seem to be a problem with this `/usr/bin/hwe-support-status`.
If I run it it always says:
"
You have packages from the Hardware Enablement Stack (HWE) installed that

* Upgrade from Ubuntu 18.04
I resolved this 18->20 upgrade issue by making room in `/boot`.

(get current kernel running) I removed a 4.4 kernel that isn't used.

> sudo apt purge linux-image-4.4.0-000-generic
then run:
> sudo dpkg --configure -a
(`sudo update-grub` should also take care of it)

Still not fixed after updating fresh 14.04 guest VM today.
If anyone interested (as I didn't see it noted above) the word-around is to
remove libcheese-gtk23 then reinstall xserver-xorg-core..
