After a lot of investigation this turned out to be an issue with
libsane. After reinstalling it I managed to upgrade to 20.04.
It would be however very useful to get some debug information which
package is blocking the update.

Install ubuntu 16.04 on new hardware
ProblemType: Bug
DistroRelease: Ubuntu 16.04
Package: ubiquity 2.21.63.6
ProcVersionSignature: Ubuntu 4.13.0-38.43~16.04.1-generic 4.13.16
Uname: Linux 4.13.0-38-generic x86_64
ApportVersion: 2.20.1-0ubuntu2.16
Architecture: amd64
Date:
Installing the mainline kernel 4.13rc6 intermediately solved the problem
until the recent Ubuntu update from approximately 4.9.2017. This also
upgraded the 4.10 kernel, which introduced the issue again. Even though
the running kernel is 4.13rc6.
It seems there is some unseen conflict or hidden
Unfortunately I have to revise what I said. The bug does still exists in 4.13.
There is however the difference that with the 4.10 kernel it always exists,
whereas in 4.13 it sometimes happens and sometimes correctly switches to analog
audio. I haven't found yet any pattern when it happens.
**
I have had this problem since a long time.
With kernel 4.13 it seems to be fixed.
