Ok got it.
Right now I'm looking at building the CUBE gui components with the system
base=environment (g++) and building only the I/O libraries for each compiler,
in which case I won't need to use the qmake/pgi combination.
But if I find I do need it, I can try testing the pgcc files from 16.04
Also, when I tried to file this bug the first time, the tracker said
"qt5-qmake" does not exist in Ubuntu. Please choose a different
package. If you're unsure, please select "I don't know"
This doesn't make any sense, since this is the name presented on your
web-page. The search option
The file is also missing in the i386 / 18.04 build

I was having the same problem, and updating to 16.04.2 was the solution
for me, specifically

OpenConnect.
Sometimes I can get a successful VPN without the error-message.
But the error-message does *NOT* happen if the VPN didn't work.

Here's some info that actually makes sense, it says that the wheel-mice
use a 4-byte protocol and the Touchpad uses a 3-byte protocol. This
could explain how the driver could get confused. Anyone comment?
