Going to Options -> Computing preferences in Boinc Manager shows an
empty dialog (expected behavior: to show all the controls and to allow
updating the computing preferences).

I can confirm that this affects a clean install of Ubuntu 18.04. Steps
to reproduce:
- install Ubuntu 18.04. Fully update it
- install "default-jdk" (sudo apt install default-jdk)
- try running the very simple attached program which tries to retrieve
"https://www.google.com";
- it fails with java
