Same problem here: Fresh and clean install of Kubuntu (KDE4) 8.04 and
tried the solutions from here, but no one worked.
But: I'm able to write "é ç" etc. with one of scim's input method. In
scim setup under "FrontEnd/global setup" I chose for keyboard layout

kde 4.0 missing sound

These two commands helped me getting my kde4 system sounds back:
fuser -k /dev/snd/*
and
sudo modprobe -r snd_hda_intel && sudo modprobe snd_hda_intel
But this was a workaround for pulseaudio. Maybe it's a problem between
phonon and pulseaudio. Only problem: no sound in dragon player.

Ah! I've found it. I saw "scim-bridge" twice with "ps -aux" every time,
I've started a kde3-application. After that, i've uninstalled "skim" and
the packages it needs and after that: kde3-applications work the way
they should.
Only problem is: I need skim/scim.

unable to use very slow kde3-ap
Public bug reported:
I'm using hardy 8.04 and i cannot use any kde3-application, because they
are so slow, that i think, they crashed.
I have KDE 3.5.9 and i cannot use them in fluxbox (1.0.0), kde3 or kde4
(KDE 4.0.2). Applications like Opera (9.25, uses qt-libs) behave the
same way.
** Affects
I'm also running hardy 8.04 with KDE 4.0.2. I have no kde4-systemsounds,
but kde3-systemsounds with kde3-programs and also sound with e.g. videos
with VLC, Flash, Mplayer or in non-kde4-games.
My soundcard (onboard realtek alc883) is deactivated in the
systemsettings of kde4. If I install the fglr
