Would like to add that I see this issue and it's also down to my USB
bluetooth dongle.
With the dongle plugged in, it immediately resumes. With it unplugged,
it works fine. I alternated several times and observed consistent
behaviour.
Model is:
Bus 004 Device 003: ID 050d:0081 Belkin Components F
