When enabling SVG support according to the instructions here:

The error:
Fatal error: Class 'XmlTypeCheck' not found in
/usr/share/mediawiki/includes/SpecialUpload.php on line 1211
This is in Hardy with mediawiki version: 1:1.11.2-2ubuntu0.3

Also confirmed in a new Edgy install.
sudo addgroup --system nvram
fixed my problem.

The passwd and group databases come from LDAP.
The user I was logged in as is a local user (the one created by setup) and root
is (of course) in the local passwd db.

Further analysis revealed that the LDAP server (system is using pam_ldap
and libnss_ldap) was unavailable.
Should this really halt the apt config?
