I didn't fix anything for me. By the way, I started to use Gnome-shell and the windows are not lagging at all there (tough there are other graphical glitches, thanks ATI for the great driver). :( It probably confirms the laggy windows is caused by a specific issue between Compiz/Unity and ATI.
