I found, after having this problem, when I reinstalled my Ubuntu (9.10) I fixed this issue by clicking on the "Advanced..." button before the "Install" button on the last step. In the Advanced Options pop-up window; be sure the "Install boot loader" box is checked, AND the "Device for boot loader installation:" list box is the name of the hard drive you are installing on (for example "ATA FUJITSU MHA2200C (93.3 GB)"), and not "(hd0)".
