In my case, disabling dual-core support in the BIOS fixes the problem, but
it does occur sometimes regardless of whether AC power is plugged into the
laptop.

Both are inactive. Mouse cursor does not move. The netbook does recognize
external USB devices in this mode. Reboot sometimes clears the condition,
once rebooting into XP and restarting from there cleared the problem.
