I have all packages updated and still geting this error.
If I am trying to update youtube-dl with -U flag I am getting this:

It looks like you installed youtube-dl with a package manager, pip,
setup.py or a tarball. Please use that to update.

I have intalled it via apt-get install youtube-dl
