Well, I stand corrected.
A freshly deployed EL9 box with full patches started doing the same
thing this morning.
Enabling debug on the box shows the same issue as Ubuntu with 'cannot
resolve hostname "LOCAL"'.
I guess the patches in the pam GitHub repo do NOT resolve this issue.

I'm seeing this issue as well, but only on my Ubuntu 20.04/22.04 boxes.
My EL8/9 boxes with the same access.conf setup are not seeing this issue.

Thanks for posting this bug. It's occurring for me as well. I fixed it
with a default POSIX ACL on the /var/lib/command-not-found directory.
