I don't know about Noble, but I haven't seen this issue happening in
Ubuntu 22.04.5 for some time now with Transmission 3.00 (latest from
repositories).

This fixed the bug for me.
In version 1:46.4-0ubuntu0.24.04.1 the bug was occurring. After enabling
proposed and updating to 1:46.5-0ubuntu0.24.04.1 the bug is fixed.
1. I enabled proposed archive as per the instructions,
2. updated gnome-control-center to proposed ($ sudo apt install gn
I don't go much to the offending tab in Settings, but to avoid ending up
with no autolock if I happen to click there, I added a crontab to set
the idle-delay key once a day (at 17:30).
$ crontab -e
30 17 * * * XDG_RUNTIME_DIR=/run/user/1000
DBUS_SESSION_BUS_ADDRESS=unix:path=/run/user/1000/bus gs
Wrong package, this seems part of gnome-control-center and not gnome-
shell.

I've also added Google Drive through Online Accounts and can't open PDFs with
evince 45.0-1.
