Confirmed on Dell Latitude E6530.
Unplugging the power makes the correct power usage show, the indicator also
says Discharging.
Plugging it back, you get Not Charging. (But it is actually charging).

Kernel 3.8.0-22.33~lp1183912+03 seems to work.
For interest, I decided to do apt-get update apt-get dist-upgrade (it
reinstalled 3.8.0-22.33 from the repositories).
This kernel seems to now work, I'm not sure what went wrong.

Okay, I've not tested this long enough but I decided to give the drivers
absolute latest drivers a shot, ie amd-driver-
installer-12-6-x86.x86_64.run ie:
