I think one problem is that the kernel does not propagate the discharge
information to the /sys architecture. If I look at
/proc/acpi/battery/BAT0/state
I can read

Just figured out that merely starting
wish
without further command line arguments triggers a similar bug. So this
is likely a bug in wish (likely provided by tk).
