I have the same issue on several computers with ubuntu 14.04/unity.
I can reproduce also with :
1. open terminal
2. go to full screen (F11)
3. go to Desktop (SUPER+D)
--> no launcher and top panel, no access to launcher via SUPER
4. switch to another non full screen app with ALT-TAB
--> no launche
All this files were created but empty :
/var/lib/dpkg/alternatives/java
/var/lib/dpkg/alternatives/keytool
/var/lib/dpkg/alternatives/pack200
/var/lib/dpkg/alternatives/rmid
/var/lib/dpkg/alternatives/rmiregistry
/var/lib/dpkg/alternatives/unpack200
/var/lib/dpkg/alternatives/orbd
/var/lib/dpkg/al
The same problem appears with sun-java5. There's a probleme with this file
that's empty : /var/lib/dpkg/alternatives/java
So commands for update-alternatives doesn't give a good result :
$ update-alternatives --list java
