The issue in Bug #1065511 is occurring again in the Grizzly (2013.1)
packages of Cinder. Setting a state_path = /var/lib/cinder in
/etc/cinder/cinder.conf allows tgtd to create the files in the correct
directory.

Using UTF8=0 did not fix the issue.
Couple more tidbits I've picked up on this:
1) The network status notification also exhibits the same behavior (Bug title
updated slightly)
2) The issues are isolated to the tmux backend. Switching the backend to screen
also causes the issues not to occur

This issue looks to be fixed in the Release Candidate. Testing it on a
machine at 1280x800 that has been updated from Alpha 5 to current by
deleting the .mozilla folder in my home directory worked properly. I
also tested the LiveCD in a virtual machine at 1152x768 also worked
correctly.

I'll also confirm this. Ark is not currently able to either unrar or
create rar archives. Archive Manager is able to open and create RAR
archives.

A slightly educated guess would hypothesize that the GUI doesn't like
the backslashes that are needed in the path, because when the needed
backslash is manually added to /etc/exports, the 'Shared Folders' GUI
