it's not only that it does not rescale after you unplug/replug the 2nd
monitor.. The top panel should just fit in the first screen in the first
place, just like the original gnome panels don't extend to both

so it may be related to but #684539 but i don't think fixing the 684539
will make the panel detect the size of the primary screen and then make
it fit to it..
