The problem seems to be with debootstrap itself. After manually
compiling debootstrap 1.0.134 from noble, I am able to successfully
build images.

I am using debootstrap directly and have the same problem.
dpkg >= 1.22.3 does't solve the problem.
I am on lunar and tried manually-built dpkg 1.22.6 from noble with the
same (lack of) result:

I might be experiencing same/similar bug on a fresh install of 20.04. I
