I have similar problem on Dell XPS 15 (l521x). It is not quick and it seems

I have this problem in 15.10, after wake up from suspend it does not
even rescan networks at all, it shows old wifis from last place where I
was connected to some wifi.
To overcome this I have to enable/disable wifi or try top connect to any

In 11.10 I have the same bug, it's just slow.
In 920650 bug I described the situation, now it's kinda the same in Precise,
sometimes it's fast (especially with one monitor) and it just gets really slow
after connecting second monitor.

that was related to monitor sizes, at home I have 1680x1050 monitor (the same
