I tried again with the daily build from yesterday
(b9c7c638b8002ca0817354f95da3940a *lucid-desktop-i386.iso 04-Apr-2010
08:15 696M) at my svorak keyboard, and a swedish qwerty keyboard.
And it seems to be fixed.

Boot a LiveCD/USB
1. Launch ubiquity froom the desktop
2. Select for example English as language
3. Chose to detect keymap layout by typing some keys
3.1 I type the keys for a Swedish keyboard
3.2 It detects Swedish
3.3 It never apply the keymap
