I have not seen any formal statement on what users are to expect in
terms of previously purchased apps. I upgraded from 14.04 expecting to
be able to re-install paid apps I had purchased in the last LTS. What
is the official position on this please ?

I would imagine that for Natty, the lack of openGL support will be
detected and will automatically switch the desktop to Unity2D. The
problem here is as I understand it, Maverick Netbook edition should have
detected the lack of 3D support on the ThinkPad and switched to Gnome
but didn't.
