Update: I tried installing the "gnome-session" session, without extensions
pre-installed with Ubuntu.
After many attempts, I was unable to reproduce the bug with "gnome-screenshot".
Another test: I installed in VM through the Ubuntu 20.04 daily ISO of
"2020-04-21 20:32", with the default
I reproduced it without extensions, the cause that triggers the bug seems to be
the "gnome-screenshot" tool.
It is easy to readjust.

In fact, not even Windows shows a choice when moving a folder, even if it
visually indicates that you are moving a folder.
Unfortunately I don't use keyboard shortcuts very much, I use a lot of mouse.

The problem is related to irqbalance and the solution is to remove it:
sudo apt remove irqbalance
