Did a clean install after 20.04 release, bug is still present. It seems
to appear when i enable fractional scaling and disable my second monitor
(because otherwise it resets fractional scaling back to default at
reboot)

a bigger and a smaller. Ubuntu 20.04, fractional scaling enabled. This
hasn't happened in other Gnome distros or in earlier Ubuntu versions.

Oneiric desktop becomes unresponsive when a web browser (Firefox or
Timothy: 5 years old HP Pavilion desktop, 4Gb RAM, AMD Athlon(tm) 64
Processor 3500+, Nvidia GeForce 9400GT etc... I think that the Nvidia
driver isn't to be blamed this time, because it happened both before,
and after i installed the graphics driver.
