Confirming the problem, but I don't think it's an evince bug since I
observe the same problem with Adobe Reader.

Sorry, my mistake.
I had an old copy of this plugin sitting in ~/.quodlibet (without toggle
behaviour). I deleted that when changing things. I thought my one-liner
fixed it, where the real fix was deleting the old plugin in
~/.quodlibet.
So, sorry for the confusion and please ignore my patch.

the committed patch enables the multimedia keys in quodlibet except that
after pausing a song you cannot get it to resume with another keypress
(as it should: the button is play/pause, not just pause) I'll attach a
one-line patch to fix.

Some laptops (e.g. IBM X60 and some HP models) have a switch to turn off
wireless completely. Have you maybe set this switch off, i.e. turned off
the WiFi?

Do you maybe have the "Radio Frequency Kill Switch" on in the BIOS? I
think that disables loading of the wireless driver. Try switching it off
