I have probably the same problem and I am sure that the boot order isn't locked. In fact the update is not applied even if I explicitly select "Linux-Firmware-Updater" in the boot menu. I observe this problem with fwupd 1.3.8-1 and fwupd 1.3.9-1. Firmware updates with an older fwupd-version (proba
