I received the same error when I try to upgrade from Ubuntu 10.04 to
Ubuntu 10.10.
I am running Ubuntu 10.04 from a virtual machine of VMWare and behind a
firewall.

i suposed that was the same error because the Traceback was equal, after I
create the partitions by hand the installer continue without problems, i select
the new partitions to install and all finish fine.
I will to reproduce the bug reinstalling again and will report if i
found any d

today i solved this using the "GNOME partition editor" and using all the
free space, first i re-partitioned the NTFS partition (win xp) and with
the new free space i made one for boot, one for swap and the rest for /

today, i run `sudo apt-get update && sudo apt-get install debconf
ubiquity` this packages was updated but doesn't work.
then, i partitioned by hand and without upgrade the ubiquity package,
and now is working, but after of two or three attempts running the
installer
