i think remmina on ubuntu 22.04 doesn't support TLS 1.0

Trying to build firefox with gpsd support:
"ERROR: Package libgps was not found in the pkg-config search path"
but i have libgps-dev and libgps installed and are in pkg-config path
version is >= 3.11
