To answer to your questions.
1) I used sudo aptitude update and then sudo aptitude safe-upgrade.
Brasero and libbrasero were not upgraded.
2) I expected an upgrade.
3) I encountered a conflict with nautilus-cd-burner. I removed it, and
then installed using dpkg brasero and libbrasero.

Indeed. On intrepid and hardy, governor was set by default on on
demand which is more CPU friendly.
And it seems I'm not the only one which disagree perfomance setting to

I have to grad python-compiz package from compiz PPA. Looks like it is
an incomplete upgrade of compiz package. After I verified all installed
compiz packages were 0.8.2-something, all worked flawlessly.

To be complete : I booted an archlinux 2009.02 (USB key based version),
and I saw the same problem : shutdown cannot be completed :/
And it is based on a 2.6.28.5 (or 6) linux kernel.
So, there was a bug introduced during 2.6.27 development time which
block shutdown on some computer !

Try : sudo aptitude install linux-backports-modules.
It will add the atheros kernel modules which is missing. After this,
just use Hardware drivers and reboot. Wireless Network should be
recognized.

generic package is included on the Ubuntu 8.10 CD and DVD
You cannot know how wrong you are. Here is my wifi chipset.
