I had a similar issue and this thread helped me to resolve it.
For me it was a symlink in /etc/ld.so.conf.d/
i386-linux-gnu_GL.conf -> /etc/alternatives/i386-linux-gnu_gl_conf
The file contained some mesa directory reference which caused Steam to fail at
startup.
Steps to fix:
sudo unlink i386-l
If you set up a local diversion as instructed in the section "Renaming
ack-grep on Debian-derived distros" on their website, remove it:
sudo dpkg-divert --remove /usr/bin/ack-grep

I am affected as well. Dual monitors, Intel graphics, Chrome was open.
Happens randomly. Sometime the password box is still visible on one
