KDE programs in the menu can be run under Xfce, so I don't see why they
shouldn't be availbale.
If there are some items that only make sens to appear under KDE, then you
should report bugs on the corresponding package, Xfce has nothing to do with it.

This is because xubuntu uses the gnome screensaver. A workaround would
be to edit /usr/bin/xflock4 to make it use the gnome screensaver (I have
no idea about the command you need though).
