We have tried to use the option lxc-default-mtu: 9000, on juju version
1.23.3 and did the following:
1) bootstrap to a machine
2) create an lxc containter on the bootstrap node
3) deploy ubuntu to another lxc container on the same node

I have seen this issue intermittently but today I could reproduce it in
a running N4 quite consistently. When I tried to enable debug mode in
ofono and restarted the service, the issue didn't happen again.

I think this bug is wrong, we were looking in the wrong place. I have
managed to reproduce this behaviour even without the camera app open.
The indicator shows that the signal strength is low but the call gets
directed to voicemail, I suspect it is because there is no signal at
all.

@popey, can you find someone in the dev team that try to reproduce this
with me today? You cannot reproduce it for some reason but Dave and I
can, I think we need someone else on this. It is quite critical to lose
incoming calls when you are fiddling with apps.
