I had this same problem
I used sudo apt-get remove lirc
That stoped the logs
I never installed lirc So it must have installed during upgrade to 18.04

Finally file operation ends after 4-5 minutes

When this happens, Right click the kate button on bottom bar - click resize -
then drag top down
