using dpkg -D7777 -i /var/cache/apt/archives/libgl1-mesa- glx_7.0.3~rc2-1ubuntu1_i386.deb
allowed me to see that it was trying to use a diversion to /usr/lib/nvidia/libGL.so.xlibmesa which didn't exist. Creating this file (and directories) allowed the package installation to go through.
