I noticed the same problem. Ooo 3.1.1 (well, GO-oo 3.1.1 i think) on Ubuntu
Karmic Spanish translation. With de Sun's openoffice 3.1.1 works fine.
I also experienced other registered bugs that in official openoffice.org 3.1.1
works.
Patches anywhere?

I also have this error in Karmic. I have some .odt files with sections and
subsections made on Openoffice 3.0 official Sun's release.
In windows or linux with official Sun's packages 3.1.1 all works fine, but with
ubuntu packages some files fail when i try to open it, showing the same error.
