After looking for a while, I think that the error we were managing to
reproduce (LOWERLAYERDOWN) was probably a red herring, and we were
reproducing some other (valid) bug. The original cause of the testsuite
failure still exists.
Not entirely sure why but this only reproduces for me 'properly' wh

I think that we simply made plymouth better at deactivating, and so this
is "not a bug" - the system is booting up fast enough that plymouth is
not needed.
Presumably if you add "ExecStartPre=/bin/sleep 5" to gdm.service you see
the dots.

What's the reason for singling out the libc6 reboot-required reason
rather than asking for *any* reboot-required?
If you do strongly want to keep it limited to libc6 only, wouldn't
