I've had this problem on three machines in total (one had Ubuntu 7.04 installed from scratch, the two others had Ubuntu 6.10 and were updated through Update Manager to Ubuntu 7.04).
The two other machines (one is used for a server and has virtually nothing installed other than Samba and Mdadm, the other machine is used for just Internet browsing using Firefox). I've not uncounted this problem on Ubuntu 6.10 so I believe it is a problem introduced in Ubuntu 7.04 and yes the problem can be fixed by doing something like "sudo chown -R mike /home/mike/.local" but I shouldn't need to do this.
