[Bug 2106390] [NEW] g++-15 package should depend on newer binutils (2.44)

Public bug reported: I was testing g++-15 on my Ubuntu 24.04, using plucky (25.04) repo. Then g++-15 works fine on general with binutils 2.42 (from Ubuntu 24.04), but in some situation (https://gcc.gnu.org/bugzilla/show_bug.cgi?id=119657) it explicitly required binutils 2.44 with .base64 opcode
