This occurred after rebooting after running Kubuntu's Update Manager
5.6.2 on 2016-10-12. Unfortunately, I hadn't rebooted after the last
update that required me to do so, and thus I don't know if the problem
was from that update or this one.

I fiddled around with the entries in $KDEHOME/share/config/session and
$KDEHOME/share/config/ksmserverrc to remove some of the autostarting
applications I didn't need. Upon rebooting, I no longer had problems
using the Application Launcher, using any panels, or starting KDE
applications from Konsol

While I was trying to learn how to use the animation & scripting
features of SVG graphics, my KDE toolbar stopped responding properly.
Normally, I can still use the button on the task manager on the bottom
panel to switch tasks, and use the Alt+F2 launcher to open non-KDE
appl

2) The upgrade started automatically, so I don't know what package it came from
3) I expected a bunch of software downloads/installations, followed by
restarting the computer
