After the fix, there is still a problem happening but I don't know if
it's SystemD related or due to some of my Units that I created for a few
services and auto-mount points.
I did an upgrade from Ubuntu 23.10 to 24.04 also and updated all
packages.
Now the problem shows up like this, with System

see if this was the cause of the unit ordering issue. I commented out
the Requires= files and just left the After= files to create a softer
dependency tree.

Also the original references to "/javascript/mootools/*" do not work
since there is no "javascript" directory under "/usr/share/zoneminder",

"/usr/share/javascript/mootools" but that didn't work ei
The original references were to mootools.js and mootools-more.js which
as linked to the real files, but for some reason the file does not
respect the links and requires hard-paths to the physical files.
