but in xfce4-display-settings.

That's a bug I fixed after the 0.3.5 release. I should probably do a new
release some time, but if you feel like it, you could apply the changes
made in revision 2703 to the version you're shipping:

This is no bug. It's just that GTK+ entries (the text input field used
in the plugin) cannot be scaled. You can see this when you make your
panel very large (e.g. give it a height of 100px). The input field
height will remain the same.
