You're right. We need both codesearch lists.
I believe updating the distro packages is doable for Jammy but I am
willing to wait for 22.10 if you don't think it's a good idea now.
For our LTS users as long as they're using distro packages, it shouldn't
make a difference which way we go.

rutilt was removed from Debian a decade ago. It currently fails to build
-- obsolete debhelper-compat which is easily fixable but it doesn't seem
to make sense to keep it around.

I filed a Debian bug now but since there is Ubuntu diff, I thought an
explicit Ubuntu bug would help.
gtk-nodoka-engine no longers builds in Ubuntu because it uses an
obsolete debhelper-compat. While this is easy to fix, there also is
little point in a GTK2 theme engine

Add the new libsoup3-using packages in webkit2gtk

Our webkit2gtk packaging is built with libsoup2 (webkitgtk's 4.0 API).
Debian's packaging recently added additional packages built with libsoup3
(webkitgtk's 4.1 API);
eog-dev now depends on libhandy-1-dev which depends on libgladeui-2-13.
I added eog-dev to Extra-Exclude in the ubuntu seed which should fix the
component mismatch.

The network-manager plugins are for AppStream metadata and it's pretty
easy to support both names there.
budgie-control-center can be ignored since it's just a fork of gnome-
gnome-control-center 42 changed its .desktop name. We either need to
backport that change to Jammy or revert gnome-shell 42's change. I
proposed the backport:

The two reverted commits were easy enough to apply and feel like they
shouldn't interfere with pushing normal 42.* point releases to 22.04 LTS
later.
I believe
libqmi is stuck in jammy-proposed because it added a dependency on
libqrtr-glib for the same reasons.
