Hello,
You have the wrong package. Powerman is for controlling smart power
distribution units and such. For a description of the various
power management packages in Ubuntu that might apply to your problem,
please have a look at:

I don't have a good understanding of that area either, however
if you are running Gnome, you might start with gnome-power-manager.
