As workaround for those with just one monitor (or many but the same
size), I tried what Kristo Ojasaar (kristoo) already suggested and I
found something even simpler. There is no needs for the 'Tweak'-tool:
For a 4k monitor, set it to 100% and go to Settings -> Universal Access

Title:
Fractional scaling applies to both monitors when you only want it on
one

Public bug reported:
After applying fractional scaling to 125 % I see around three quarter of
the workspace, the other part of the workspace I can see if I go to the
border of the screen with the mouse. The workspace starts to 'scroll'.
Everything is quite 'big' maybe on a level of 200 % scaling.
Does not work on my Ubuntu 20.04 with any version of the offered Nvidia
drivers. It used to work on Ubuntu 19.10. My workaround is to deactivate
the Nvidia driver and use noveau even features that I need like CUDA are
not supported.
