Thank you for the update.
I was able to update and upgrade the machine and after logging into Ubuntu One,
I was able to complete the upgrade to 19.10 and 20.04 successfully.
I commented this information in the ticket.

Some applications such as Bit Torrent cause Xubuntu(and Ubuntu)'s menus
to disappear. This can be fixed by typing "xfce4-panel" on a terminal,
but isn't save unless one saves session; if you host multiple users,
this won't work when you switch users
