You may notice from my system details that I am running Ubuntu 18.04 from within Windows using the WSL. Part of my reasoning for wanting to use the hv3 package as opposed to a more full-featured browser is because I doubt the Linux versions of the full-featured browsers would be stable in the WSL

No, the printer does nothing. As I explained, this is not a problem with the connection as the test page prints fine and I can also print fine from Firefox. I noticed it was reporting everything as having printed fine, which is why I was so confused and unable to find any useful debugging info.
