Here is the output of running xrandr just after logging inm only the
third time all resolutions are found:

The problem still occurs when using a kernel from vivid (3.19.0-35).
If I login, the resolution is not correct. If I fix the resolution
everything is fine until I logout (no need to reboot). If I login again,
the resolution is bad again.

After updating from vivid to wily I noticed my screen no longer boots in
UHD resolution. I can set the resolution during the session, but on next
login it returns back to full hd. This is a regression from vivid, where
the resolution worked without problem.

I've confirmed this bug:
also shlibs gives no reference to libxerces anymore:

although it does on maverick and debian squeeze. Nothing else in the build
system seems to have changed, except the last two rebuilds.

No. You don't want to use header files which are not from exactly the same
version of a library.
Are you trying to install a third program which depends on libproj0 or
libproj-dev? Or what do you need libproj-dev for exactly?

It *seems* that you have installed the libproj0 from the ubuntugis
unstable archive [1], but that this repository is not present anymore.
To solve you either have to add the repository to your sources
sudo apt-add-repository ppa:ubuntugis/ubuntugis-unstable
sudo apt-get update
